Rent Assistance Programs
211: You can call 211 to request to be added to their rent assistance waiting list or use their online database to search for rent assistance here. The rent assistance waiting list opens intermittently and fills up quickly, so if you can’t be added the first time you reach out, ask when the list will reopen and follow up then.
Clackamas County Coordinated Housing Access: If you live in Clackamas County and have received a 10-day notice to pay or vacate or your landlord has filed for eviction with the courts, you can apply for rent assistance by calling 503-655-8575 Monday to Thursday from 8 a.m. – 6 p.m. or completing an online intake here.

City of Milwaukie Temporary Utility Assistance Program: Individuals and families experiencing an emergency hardship and needing temporary assistance can apply for utility assistance. This program is administered by the St Vincent De Paul Society. Learn more about eligibility and how to request funds here.
City of Milwaukie Low-Income Utility Assistance Program: This program provides a reduced monthly charge to low-income customers. Applicant’s income must not exceed the income levels established by the Housing Choice Voucher Program ($4,438/mo for a family of four in 2022). Learn more about eligibility and apply here.
Oak Lodge Water Services Low-Income Utility Rate Relief Program: Customers with incomes not exceeding "Very Low Income" level for the Portland-Vancouver area ($56,400/year for a family of four in 2023) with no outstanding balances on the account can apply for a rate reduction on their account. Oregon Food Bank Food Finder: Find free groceries, meals, or places to double SNAP benefits near you here. Food banks are a great way for union members and working people to access supplement food costs when they’re experiencing hardship because many food banks don’t income qualify, so it can be there for you when you need it regardless of income.
Oregon SNAP Online Application: Apply for food benefits through the Supplemental Nutritional Assistance Program (SNAP) online here or visit your local Department of Human Services (DHS) office to apply in person.
